FLOOD AND NATURAL DISASTER RISKS ASSESSMENT & MANAGEMENT

The overall objectives of this consultancy are to establish a Flood Risk Management Information System (FRMIS), based on a hydrodynamic model, to support the decision making process win Can Tho city in the following areas:
a. Operation of the city drainage and flood control and systems taking into account issues such as emergency response, waterway transport, and environmental issues;
b. Short and medium-term flood risk management, such as additional measures to be taken in the city and real-time flood forecasting;
c. Urban development planning and medium and long term investments, in which future extensions and changes in land use in the future are being designed in a water-sustainable, resilient, cost-effective way;
and to build the technical capacity of the city authorities in managing the FRMIS to ensure
the smooth operation and maintenance of the system after the project ends.

The objective of the consulting services is to improve management capacity of the PMU and related agencies of Can Tho city, ensuring that PMU has full capacity for operating and maintaining the existing works and newly constructed works in Can Tho city in an efficient and sustainable manner

The objective is to prepare the Water and Sanitation sector emergence preparedness Disaster Risk Management Plan to strengthen institutions, mechanisms and capacities at all levels, in particular at the community level that can systematically contribute to building resilience to hazards and disasters. Detailed design and Bidding Documents preparation for the rehabilitation of the drainage system in Cahul (6500 ha) irrigation sheme. Consultation with the land owners and users within that area and found out about the approval of the Design.
The works will include the rehabilitation of 110 km drainage channels and 2 drainage pumping stations.

The assignment scope covers 10 project provinces within which 8 river basins that have been identified for the purposes of developing River Basin Disaster Risk Management (RBDRM) Plans. These RBDRM Plans will adopt an integrative approach to DRM at the river basin scale, and will be used to update the Provincial DRM Plans which are required by Law. This approach is expected to provide a more holistic and responsive mechanism to address DRM in Vietnam’s Central Region.

Technical assistance focused mainly on: Implementation of confidence building measures through inter municipal cooperation; Strengthening the capacity of operating entities to improve WSS services; Preparation of tender eligible investment profiles.

Detail Design of the river training works, including banks protection works and drop structures.
